Does asc.exe show there? (I doubt it is but just good to check).
try to run the game without cm, uninstall sol, csp and low the quality from the kunos launcher and voila up to 300fps
Sorry but that is most likely completely unrelated to the use of any of those mods, the sheer numbers of people using them with no failure like you've described supports this. I've been running my GPU (2080) for the past 2.5yrs at temps between 72°c to 85°c virtually everyday with AC and it's still running strong.
And why would you want to run the game at 300fps at the expense of visual quality?
Other things that come to mind is power level - somehow if AC is flagged into power saving mode it could drop framerates to 30-40fps. There are a few places to check, but try to force "maximum performance" for AC in Nvidia settings, which shoud override other places.
Kunos https://puu.sh/IDGFp/997726181d.png - Main_T ranges from 32% to 40%
CSP https://puu.sh/IDGFG/7aa32016ab.png - The 111.1% GPU is caused by MSI Afterburner bugging tf out or something, not sure why. The Game Bar's monitor on the left has more reasonable measurements.
MSAA is already set to 4x.
