Difference between bungee cord and force feedback is like between bicycle and a car. Both are a method of transportation but thats about it. You get what you pay for.
Also Logitech G29 (or equivalent Thrustmaster T150 pro) is your "good bang for the buck workhorse car". Below that price range you can get something workable... like a trike with e-motor :P . Above you get sports cars, Fanatec could be a ferrari here.
Bottom line, nothing wrong with trikes or bungee cords but it's not driving a car.
If all you require is a steering wheel with a `return to centre` spring, just buy something cheap for $50 with pedals as it will be massively better than anything you might knock up yourself.
If you really want to experience each car as best as possible, you should consider buying a steering wheel with proper force-feedback, this isn't just a centre spring but feedback from the physics engine so you have detail and are able to feel what the tyres and car is doing on track.
You can look for something budget such as a used Logitech Driving Force GT. Its a solid wheel to start you off and can be used with a number of other games, including Forza series.
