When the car brakes in a curve, usually in race cars like the GT3. the fire in the exhaust pipes lower the fps, but I don't know how to disable just that function without touching the car lights.

You should be using Content Manager. It will allow you to disable custom shader features.
I have CM, But I don't know how to disable the effect of the exhaust pipes without removing the car and track lights.

You mean the afterfire?
I'm afraid each car uses different textures for the afterfire (on some cars, they're blue; some are yellow), so it can't be disabled as far as I know...

The backfire cannot be turned down and the shader patch makes the flames reflect of the track surface and the rear of the car- so its going to use up more GPU, same with the headlights.

You can try turning down post processing or turning it off and see if turning down the shader lights brightness affects the rear, I know turning down this brightness makes the headlights use less GPU as they light less but I don't know if it affects the rear lights/flame reflections.
