Decals can be added via skins, which can be edited using any software like Photoshop or Paint.NET.
There is a basic time system, though only from 9 till 5 or so, no weather apart from clear/cloudy.
This game is more realistic than Forza 6. I love the Forza series, but they are far from realistic IMO. This game is better in every aspect, if you take time to learn it.
Forza is a great game to battle online with your buddies, complete championships to earn your way to that car you want to buy, mod a car exactly how you like and kick back with a controller.
AC I don't like playing with the controller; always bust out the wheel for it, but to simply have the on-track experience of a very realistic (though not perfect, as no sim is 100% everywhere) - it keeps me coming back, and back, and back.
If simply choosing from all the cars and tracks to hotlap, drift, practice, race a.i or online in one of the most authentic racing games sounds like something you won't get bored of, pull the trigger.
The game doesn't have night racing, rain, safety cars, caution laps, formation laps or very in-depth damage but everything else to do with a car on a track is greatly done.
AC has far superior wheel and pedal support, physics, laser-scanned accurate tracks, the Porsche licence, mods and is still having features added and improvements such as tyre model, brake temps etc.
Forza 6 and AC are no comparison IMO. If you like Forza 6 for all its eye-candy and tuning, you'll probably not enjoy AC with its `sterile` simulated racing.
Assetto: phenomenal wheel FFB, great physics, great selection of cars (every has different handling), laser scanned tracks, most of the racing features (falstart, full pit stop, fuel usage, advanced tire physics with blistering, graining, flat spots etc, flag rules, penalty system)

Both can be entertaining, Forza is great for begginers, AC full virtual racing experience.
If you love Racing, Assetto Corsa should be your choice.
If your a Racing Fan AC is a must buy, if you have a nice PC I would say buy it on PC over console, I personally have both games, both do a lot of things really well and are great games.
If I had to choose, that would be a difficult choice, AC runs like a charm on PC @ 5760x1080 (Triples) so I think I would say buy AC you won't regret it.. especially if you already have a wheel.
FORZA 6 =10/10
ASSETTO CORSA = 10/10

I would also add that Forza 6 does a very good job of appealing to both sim racers and a more casual style of gameplay..turn off all assits and switch to to simulation mode + AI on Pro and Forza really is a sim experience, Assetto on the other hand definitely leans way more to pure simulation.
