Online open world ?

I think LA Canyons may be the closest you can get to "open". Shutoko Revival Project is big as well, but had fewer routes last I played it.

There are a number of online LAC and SRP servers open to the public. Alternatively there are some discord and facebook groups with private servers you can join.

You can download the maps your self and you can host a server your self yes, or are you asking if you can make an Open world map?

If I remember correctly you need to have the same mods the server host has otherwise you won't be able to join it.

Then you'll need to investigate hosting a server.

the problem is it requires you to change ports and my internet wont let me do that is there not another way ?

You can't change ports in your router? That is where it is done. If not use an app like Hamachi or some other alternative. They might help.
