Just try to disable CSP all together and see what that does.
I see, in that case could be better to carry on tweaking. You could still keep ASW off and use the Performance HUD from there and see how many frames you are dropping; in my experience the performance varies from track to track GPU wise.
If it then still stays at 40fps, something's wrong.
I'm running an i7-9700k and 2080 and with CSP and Sol I'm running mostly high and max settings and with grids up to mid twenties i'm running 90fps on my Vive Pro. Took a bit of testing but worth it.
Strange claim to make since that's litteraly impossible, even 30 serie cards still struggle.
Huh? This isn't a pissing contest, why would I bother to say it if it wasn't true. I've shared my settings with others with similar setups as myself and they too have achieved 90fps (no SS) with 2080's. If you struggle to get similar results it does not mean its impossible.

That's with a grid of 21 Kunos ai cars as well. Cars without proper LOD's means I have to reduce my grids to around 15 ai.
That was with CSP 1.61 which was buggy, I'm now on 0.1.68 and Sol 2.0 RC4 and performance is better (with regards to weather).

Disabling ASW and dropping the occasional frame is better than having the game running at 40fps, especially in a race sim IMO.
Best advice I can give is go and download the tool called Oculus Tool Tray, its easy to find and install. Set the `Default ASW` to Off and then use Tray Tool to restart the Oculus service and see if it turns it off.
If you find you are not making near 80fps , you'll have to drop graphical settings down in AC until you can maintain it or lower grid size etc.
Also make sure you do not have the framelimiter on in AC or in the Nvidia control panel. It is also fine to disable VSYNC when using Rift.
