1. Is there any limited time content, such as a pre-order bonus or in-game event (including cosmetics)?
2. Is it possible to replay any race?
3. Does the Steam version have all the content of the other versions of the game, including achievements/trophies [since the Steam version has 709 achievements, whereas the other versions have 41 (42, if we count the platinum)]?

1 Not that I know of.
2 Absolutely, I have a collection of replays in my Content Manager folder.
3 I'm not sure but I think so, in my limited knowledge majority of players have it activated on Steam.

I did some research and I think the Xbox/Playstation version gives you general achievements/trophies for the races (complete one, a few, all races) whereas the Steam version gives an achievement for every race (bronze, silver, and gold). Also, some seem achievements seem to be missing.

Outside of achievements, is this game identical on all platforms?

Sorry I though you meant from the various online websites, those are platform specific.
As for the game itself it is identical don't worry, there's also a great modding scene on PC and VR support, other than that it's all the same.

Main reason to get the PC version = mods

Make sure you use Content Manager instead of the regular interface/launcher if you go pc.
