Content manager should have a checkbox somewhere to disable/change control of that pit-menu... but normally it should not be a problem unless you are trying to drive on a d-pad.
Not sure if this is the same issue, kind of depends whether you use same few cars or use different ones., but it possibly could be the ride height, found out that the game won't let you race or even drive if the ride height is lower than regulations dictate.. had this issue where the car just would not move and some message came up which didn't make it easy to understand what the actual problem was, raised it as with some cars you can and it was ok, i think the reason why it lowered is because the car was running handicap ballast...as i was trying to force a mixed grid to have the same pace......anyway this has the effect as IRL of lowering the ride height due to the extra weight...If not maybe it's some kind of odd bug, so do as users above suggest and try remapping the controls, and or doing a steam integrity check..
