Report a translation problem
Since it is Steam managing all the files of it's games, I usually recommend creating a library-folder outside the conventional Windows-defaults and making your (unpriviledged!) user the sole "owner" with full access rights to it.
Or maybe it is just a simple fix: search for said "Default.ini" in the relevant paths and look into it's file-properties: is it set to "read-only"? Does it even exist? (verify game-cache through Steam-properties might help there).
Is it maybe just a broken reference in one of the user-configuration files regarding AC?
If these quick tips don't help, it is probably time to discuss this in the official forum.
Default.ini did exist and had an error - I've reinstalled AC twice and now it currently doesn't exist and still has the error - if that is any use to you

It working now! Bit defender was blocking the exe file so I just has to go onto Bit defender and allow the application
Open DEFENDER while the application is running.
A notification will appear that the application acs.exe will be restricted.
Restart assetto corsa after adding acs.exe to allow.
Your Anti Virus software is most likely blocking it, either put the whole AC folder into its exception settings or remove it entirely if you are using any third-party AV software because Windows Defender is the least worst of them and there is nothing to be gained using anything other that it IMO.
It work as advertised, but over the top if it scan everything as soon there's CPU operation. A good example, You didn't install any new things except windows update for years & just play AC. Anti virus doesn't do anything against internet protocol. It scan the bits to protect against code change on the OS or other apps
Fixing corrupt OS 20 years was a pain. because HDD were slow. It would take an hour to install Windows. Now you just wipe de SSD/NMVE in 5min. Reinstalling windows takes less than 10min.
Under Virus & threat protection settings, select Manage settings.
Under Controlled folder access, select Manage Controlled folder access.
Switch the Controlled folder access setting to Off.
That worked for me!
