Modded servers

I have tried a few times to create a server with modded cars. and in all the tries the server appears but dont let me enter, even when I have the mods in the root folder of both server and game. However, when I create a server with modded tracks the game allows me to enter and play normally. Do anybody know how to solve it? Thanks you all
