Look for your Steam Library into which you've installed Assetto Corsa.
Go to "steamapps" there.
Search for "appmanifest_244210.acf" file in this folder.
Delete the file (make a backup before, of course).
Delete the "launcher" folder in assettocorsa main folder. (Probably not needed, but just to be sure)
Restart Steam.
Assetto Corsa will not show up on your installed games list.
Search for Assetto Corsa on all your games list, and select "Install" (just like you would want to install it for the first time).
Choose the same Steam Library you've installed AC before.
Steam will find the game's files and force recheck them and download the required missing files.
Steam should show a brief message for something like "Steamworks was installed".
Launch the game. Voila! The issue should be fixed.

This fix worked for me but also wiped all my wheel and FFB settings, as well as all my career progress, etc. Not happy. AC has been my favorite for a long while now...but as of now I'm done with it for a little while.

You have to go to your Steam directory where all your games are installed and search for "appmanifest_244210.acf" then delete it. Then go to the same Steam directory under Steamapps\common\assettocorsa and delete the "Launcher" folder.

Sure seems like it. Everything had been working fine until the update. Then everything just went haywire.

just restart steam and it updates
what i did was just copied the whole AC folder from one library to another steam library and deleted the orignal one from previous library after that i unstalled the AC from my games library in steam and reinstalled it by selecting the new library location after which steam rediscovered the existing files and now the game is working without any issues .

Next time, if nothing works try to shut down your anti-virus for a short period, just the time to let Steam download and install the content.
After that you can turn on your anti-virus again and play.
It worked for me.

You can do this for every single game on you Steam Library who has the same issue.
