In game not, but you can create your own cars if you know 3D modelling, sound production and physics.. It's hard work, but do-able.

But it's not anything like Need for Speed, Forza or Gran Turismo; you cannot upgrade parts and all that stuff in game. Some mods have different wheels/rims for one car, but they're represented as different cars in the game's car selection menu.
