Both mostly if you like to play online, it will mean you can race in more servers that host DLC content.
I host a few servers and honestly dont even know what is in which DLC but just put up any official content. Im fairly sure most of the servers will have some DLC and the DLC's with tracks especially are well worth the purchase. There have been many cars which on paper I thought wouldnt interest me much but having a drive in any official car I cant say there is one I wouldnt drive again. Many I get back to and am amazed how I havent driven the cars more but overall if you like AC and use MP getting all DLC's is the best way to go.
Someone getting into it later however it will be a bigger hit at once, for those of us that just get them when they are out its not much spending $10 every few months. If you havent got some packs and they come up on sale maybe get more. I also have very little interest in mod cars as there is more then enough high quality official content there is little need for inferior mods. There are a few quality scratch made mods but overall the rest are junk and I would rather pay for quality then get lots of crap for free.
I'll go for the DP3, just for the track. Brands comes with two very different layouts... Barcelona brings just a minor variant.
For MP... well... if you are in for drift sessions... then get the JP... but for GT3 racing... DP2+DP3 is the way to go.

Should you be a fan of japanese classic 80s/90s sports-coupés, the ♥♥♥-pack is a no-brainer. Yet I value the packs with addtitional tracks higher than those without.
