If it is in neutral it is running.
If it is in gear it is running.(even if standing still)
If you rev a real car and bang it into gear with no clutch, it will go.
Some real cars have clutchless launch controll.
It's easier to simulate auto-clutch than it is to simulate actual engine stall. Make sense?
There is no Mod or .cfg tweak that will change the behavior of the clutch. I guess that's all you need to know. Use it like a normal clutch if you want. You can certainly do that. But then you would be simulating a simulation within a simulation. What would be the point- Right?
Disclaimer- I tried simulating normal clutch use early on(even simulated turning the key) and realized it was a waste of effort and looked ridiculous. Now I see the Ready Player One trailer and think- Hmm! https://youtu.be/Z-vGWwRF_Qc
No, there is no engine stall and restart in AC and no way to properly simulate such without the developers taking to task simulating all the cars in game properly- some cars in real life have anti-stall features, these need to be replicated as Kunos doesn't like `generic one-for-all features`.
