Championship Handicaps?

Just tried to create a new championshop and I saw a button called Handicaps.
two options: Ballast and restrictor

what is that thing and how do I use it?

Ballast is weight added to your/others cars to even out performance. If you win a race and get ahead on championship your car is going to be heavier in next race, so it makes it more dificult to win.
Restrictor i have no idea but it sounds like some restricton to power (maybe) also to same effect, make you slower.

I dont get the restrictor thing, I could just tune the car to have less power, 99% of race cars has this very basic option. thanks!

A restrictor reduces/places a limit on air flow to the engine, so it should be a way to reduce power
