ps. I think all of the packs have very good value for the money but especially those with addtitional track.
If you do SP just pick the one you want.
My advice... buy a DLC pack, then make sure you put in at least 10 hours of driving before you move on to the next one. There's a lot of fun stuff out there.
You can also extend the game quite a bit dy downloading MOD tracks like Bridgehampton, Donington, and Virginia International Raceway - all quite good and all free.
For personal enjoyment, you really need to listen to yourself and balance your own aspirations and taste. Nordschleife is a unique experience worth hundreds of hours of driving to those that value a track built into nature's topography as opposed to planned on a blank canvas following abstract ideas.
If a specific car or track grabs your attention more than others, I would suggest to prioritise the given package(s) that include(s) it.
Then there are other current sims that offer their own take on this or that specialty item or location. Don't just limit yourself to one simulator if your interests are broader than one package can cover.
Adding Initial D stuff into sims should be compulsory.
