Tracks you can then make in software like Bob's Track Builder and export to suitable format (that support some other racing sims too I think).
Of course there's free software like Blender and GIMP to use instead.

I have a lot of stuff for sale on Turbosquid and make a decent living building stuff and selling it.
As for sounds, I don't use the game sounds at all, I like to have music play when I drive.
I use photopaint for building textures from photos.
I thought the game had a level editor built into it. I have already built tracks as well as cars and added them to my game for personal use.
You don't own Assetto Corsa- how will you test the models/tracks work correctly without having AC to test your creations?
