Boss fight spoilers ahead:
Just to clarify, you need to use the charged Nature Form attack and it needs to stick to the wall above the Mantis Shrimp. It's been a while since I played, but I think it might have a range limit and won't work if you're too low (upper half of the topmost bubble should work).

Shouldn't be bugged, unlocked fine for me.
IIRC (and I may be completely wrong, it's been a long time since I played Aquaria), you need to "unlock" each of the sea turtles by touching them. If they appear on the map, you've unlocked them. I'm not sure about the exact criteria of Explorer vs. Mass Transit, but I'll just guess Occam's razor-style that you missed one or more sea turtles.
There should be a total of 9 Ancient Sea Turtles, in the following locations:
1. Home Waters
2. Open Waters
3. Kelp Forest
4. The Veil
5. The Veil (after Sun Temple)
6. The Abyss
7. The Body, at the very end, before the final boss (colloquially named The Heart)
8. One Secret Ancient Sea Turtle in the Arnassi Ruins which leads to...
9. Another Secret Ancient Sea Turtle in Kelp Forest
I hope I didn't miss any, this is according to Jester's comprehensive walkthrough on GameFAQs[www.gamefaqs.com] and a annotated world map on Aquaria wiki[aquaria.wikia.com].
Bug:
Beat the race with 0:59 after a few tries (including one "wrong way" warning).
Didn't get the achievement.
Possible solution:
Quit the game.
Start it again and load your file.
Beat the race in 0:47 (using Royal Soup this time) on my first try and got the achievement.
Notes:
It may be that the time was too close, maybe a bit over in some intern calculations.
Maybe the "wrong way" locked the achievement.
Maybe beating the record on the same game session locked the achievement.
Maybe you can only get it on the first try (after entering the area? after starting the game?)
