Penalty system ever going to work?

Am I the only person who thinks the penalty system is still borked?
-Inconsistent time penalty for off track violations: Seen a range of 0.2 sec all the way to 1.5 sec for the same corner at the same speed with no other cars around.
-Still getting collision penalties when it was definitely not my fault or anyone's fault for things like a tiny rub while overtaking or I get spun out and slide into someone for 2+ seconds of penalty.

Really takes the fun out of it when I don't want to push limits for fear of a penalty that will knock me two positions down when I gain nothing by a little contact or have a tire go over the line and I can't know if it's going to ding me a little or a lot.

and how about grinding fest - to buy 300000 worth ride it takes half of the day

They've been fixing it for over a year now, but it seems like it will never be fixed.

I'm not saying there shouldn't be penalties, and having cars ghost for predicted collisions was a positive fix especially for the first few corners where the big pileups happen. I just wish that it would work consistently so I can make the decision to risk a penalty or have a reasonable expectation that someone who spun me out will be penalized.
