PC Xbox Controller Issues (Game Breaking)

I am having the hardest time getting my controller working properly with FM8. I am using a X-Box Elite Series 2 controller. Most of my problems have to do with the operation of the left analog stick. Here goes.

The MOST annoying thing it does is turn on telemetry when you manage to push the left analog stick directly down. This has the same effect as pushing down on the D-pad in a race where it brings up telemetry. Furthermore, once telemetry is up (whether you intended it to be there or not) pushing left or right to turn your car while watching telemetry changes the page of telemetry you're looking at. This RUINS tuning for me. I need these pages to stay on what I need to see when I need to see it.

Also using the game menus is annoying. If I use the analog stick to select menu options, it often goes two or three options at a time. Lets say I'm on option 1, want to get to option 2. One flick of the analog stick will take me to option 5. I have to be REALLY delicate with the stick to make it do what I expect it to. This same behavior happens with the tuning menus as well. I want to change a setting by 1, flick once, it goes 3 ticks. It takes FOREVER for me to make adjustments to my cars now.

I have gone through the in-game controller settings and made sure all of the options are set to default. I am using layout Default Layout 9 with nothing changed. I've reset back to default a few times to make sure. I've tried changing the steam controller settings. Its come down to creating a custom layout on my controller and disabling all of the quick buttons (normally mapped to d-pad buttons) altogether. I do not think this will solve the problem as it was the analog stick pretending to be a d-pad that caused the issue to begin with. As well as this will do nothing for one analog flick moving 3 options in whatever menu I'm in. I hope this can be resolved as it makes me not want to play my favorite game. I'm considering getting rid of steam and going back to the x-box store. I really think the issue is steam ♥♥♥♥♥♥♥ around with my controller in the background.
