TL:DR it has something to do with the performance of the computer, it's not all caused by the game itself. If that would be a software problem, i would have got the texture problem in performance mode too.
Ergo don't run the game in power saving mode. Activate max performance in windows and in the Nvidia/AMD control panel etc.
Edit: It has NOTHING to do with "Clamp" or "Allow" in the Nvidia Control Panel.
That is the laptop i used: Windows 11 Home, MSI GL63 9SFK-1001DE (39,6 cm/15,6 Inch/144Hz) Gaming-Laptop i7-9750H, 16 GB DDR4 2666 MHZ RAM, Western Digital Blue 512 GB NVMe + Seagate 1TB HDD, Nvidia GeForce RTX 2070
The game used Direct Storage if that matters.
But it has to be set to Clamp simply because if you use Anistropic Filtering ingame at 16x, you set it to Clamp. If you use AF you use Clamp that's how it is.
The OP clearly has no idea what he is talking about and just had typical placebo effects.
