Since this seams to be a failure, is the FM 7 any better?

It has worse gameplay and you don't get to upgrade cars at all if you play how the game is designed. The cars also sound terrible. It has more cars, tracks and career series atm, but there's also lots of stuff that not everybody cares about like SUV races and race trucks.
It's aight if you find a cheap key (since the game isn't officialy sold anymore) but I own it and have found this game more enjoyable by a lot.
You could also emulate Forza Motorsport 4 which is considered to be the best one and I tend to agree, however the races in this one are even better than in FM4 so I'm hopeful for this games future.

It depends. I've managed to overcome all the performance issues I was having but your milage may vary. If you're looking to play online, this game is way better than FM7. Practice, qualifying, race strategy, tuning etc. all make multiplayer more dynamic and fun.

Performance is trash for a lot of people. The career mode is the worst the series has had. Car levelling up upgrade system is very divisive. Graphics quality on some tracks, especially during the day, is really bad. Ray-tracing is sub-par.

FM7 hands down. This one is just... bad. I've tried it twice and have found absolutely nothing good about it.

Cool, flashy visuals are main reason why modern gaming is still going. People are just too shallow to actually look for quality and good game design. No offence.

Yes, I checked it out. You cant buy it on Microsoft store, but you can buy digital code from retails and then activate the code in Ms Store. Considering to do that.
