After tons of experience with that track, with that car and still failing, I eventually caved and dropped it to 3. This made me win that race and every other by 20-30 seconds.
I was hoping that I could find a place where I would have to fight for my wins. But it feels more like the difficulty can only ever fall on one of two extremes.
I have exactly the same problem!
My 'solution' isn't great: I stayed at 5, but I pick a much lower grid place for the actual race. Then I hope I haven't bit off more than I can chew. As I truly suck on a few tracks it kinda balances out.
Unless! It's wet. Because it appears the AI are unrealistically slow. Then 5 for practice, 6 for the race.
The AI seem much slower on lap 1 which is frustrating me as well.
Sideswiping you as you pass then with nothing on the opposite side.
Brake testing you on straights with no reason.
Rear ending you as if you're not even there after making a clean pass.
Worse still is that when you DO pass them they'll end up practically giving up and leaving you to romp off into the distance to the point after 5 laps you're starting to lap the tail end of the field...
E.G. AMS2 AI @ 100% and max aggression.

Forza Motorsport AI at maximum settings same car and track

How is it that AMS2 can be ultra sharp in it's detail, whilst FM makes me feel my eyes need to be tested cause everything is blurred to DEATH. Despite turning off motion blur completely.
For example:
The circuit name only appears at 2 seconds from the line.
In AMS2 you can SEE there's text from the final corner exit and read it from 5 seconds away.
The LOD updates are far FAR too close to the car like the trees that actually change colour 50 yards ahead of you.
The armco barriers that change from white to black and back again at roughly the same distance in front of you.
In AMS2 I get anywhere between 180-300fps with pin sharp visuals and 2D trees that look more realistic than the amorphous 3D blobs that change colour and I get just 50-60fps and such crap visuals...
Thing is I LOVE the game.. It just needs a HELL of a lot of work before it'll be CLOSE to being a top tier racing game both visually and for gameplay...
