An update for gaming service app was pushed today for ppl in the xbox insider hub program, this update caused an issue where the game will crash on the turn 10 video when game boot in.

I found solution on forza official forum, the issue was caused by new update for gamingservice app for ppl who are in the xbox insider hub.

Definitive Fix for people with Xbox Gaming Services 16.82.10001.0

Download the “xbox insider hub” and leave the insider programme, then delete your insider profile, then run these commands in a powershell window as an admin:

get-appxpackage Microsoft.GamingApp | remove-AppxPackage -allusers

get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers

get-appxpackage Microsoft.XboxInsider | remove-AppxPackage -allusers

get-appxpackage Microsoft.Xbox.TCUI | remove-AppxPackage -allusers

get-appxpackage Microsoft.XboxGamingOverlay | remove-AppxPackage -allusers

get-appxpackage Microsoft.XboxGameOverlay | remove-AppxPackage -allusers

get-appxpackage Microsoft.XboxApp | remove-AppxPackage -allusers

After running the above commands, reboot your PC and then reinstall Xbox and Game Bar from Store, that downgrades your Gaming Service version and the game will work again.
