Do i have to use awful Turn 10 tuned cars?

I used to play Gran Turismo 4, 5 and 6 but my recent racing experience is Forza Horizon 4 and 5 and hated any moment i was forced to use the cars and tunes provided to me by the devs as they were quite frankly ♥♥♥♥♥♥♥ terrible. Whenever i was given the chance to tune or use my own car i took it but i read there are some races both against bots and real players that the car will be provided to me and i've already experienced Turn 10s "tuning" in the tutorial with the Subaru S209. So am i able to upgrade the parts i want and tune how i want for the majority of the races offline and online or am i stuck driving the boats Turn 10 provides?

The game locks you out of upgrading (and therefore tuning, barring some race spec cars) until you level up said car high enough to unlock the relevant upgrades. Depending on what upgrades you need to fix the bad car, this can take multiple hours, and has to be done for each and every car in the game.

It's beyond stupid, wastes massive amounts of time, and kills much of the ease of access old forza games had in tuning for single and multiplayer.

Sadly what i was expecting. Turn 10 is crazy if they think im going to put up with their horrendous base tunes for multiple hours per car in a game that has hundreds or thousands of cars. Why do game companies do this? The least they could do is make the car drivable.
