It's pretty much vital as many of the top tier times are set using extreme setups that wouldn't last 3 laps without breaking something in the car.
They've never been locked, they've been inaccessible due to major updates such as, when the entire roster of cars had their default tunes reworked by Steelcast27 in just 2 months and also when there were big physics updates that effectively nerfed some cars performance to a point where the top times were impossible to achieve.
The P3 Rocco springs to mind as it was unrealistically fast for a long time, so when they updated the physics and reworked it and other cars all in one go the boards were reset.
Each time this was done the ability to install TT setups was removed.
Based on what facts? No links to provide any actual proof of this claim either?
Having just searched both forums (Reiza and Steam) plus reddit, discord and google, there's ZERO mention of downloaded tunes being hidden away let alone locked for adjustment.
When searching using strings like Downloaded setups are locked in AMS2 the top results are a reddit thread asking how to download setups in the game, next is a mention of a downloaded setup being useless in an actual race as all ducts were closed up, followed by a thread discussing all Forza setups being locked and not adjustable..
There's absolutely nothing stating downloaded car tunes have EVER been locked and not adjustable.
There have as I stated above been times when setups are unable to be downloaded for the exact reasons I mentioned.
The only other reason you can't download a tuned setup is if the default setup was used, in such cases there's no spanner icon beside the players time listing.

If you download someone's tune / livery, it is locked.

so lame to lock the setups. I have tested FM in game pass and stopped playing it for this reason

it's literally there to prevent you from stealing it and posting it as your tune
if you want to make a perfect tune for yourself.. do it yourself i guess?
or ask others for help

Personally I never understood why Forza's setups downloads were locked, the only reason I feel it'd be a relevant decision to do so is if there was a monetary cost whereby the creator got some form of payment for each download..
I remember playing FM4, listing some "1000mph speed exploit" tunes for 50000cr and making a ton of money off of a literal stock tune...
