I was having an issue with big stuttering- granted, I am using a 3080ti so it might not exactly be apples to apples- but my problem turned out to be the in-game Vsync and settings being on "AUTO". Setting the in game to 60, during the benchmark (with everything on high or ultra- NO RT, 100% render scale) I was getting 60fps, but with 200+ stutters.

What I did that seems to help-

Turn everything OFF auto, Set a value.
Set resolution to "Native" (scroll to left on resolution)
Use NVIDIA control panel for Vsync

Doing that netted 60fps, 0 stutters in benchmark (but still experience drops in game- explained below)

Using DLSS seems to increase stuttering, so turn it off until you have any underlying issues handled, that way you're not fighting two causes of the same issue.

Also- this game currently has issues with using more than one CPU core, so pretty much ANY CPU will bottleneck eventually. Usually presents as "one big drop" for a second or two when loading into a race (for me it usually happens when I go to select fuel and tires- it will drop into the 20's for a second, recover, and then runs smoothly thereafter)

Your system is a hell of a lot beefier than mine (5800x3d, 64G 3600 DDR4), So if Turn10 gets around to fixing the CPU issue, you should be golden.

Hope this helps.

next update might actually fix CPU & GPU issues, then 551 might work great but who knows till then

This one ive been using for along time as the newer ones since then are very unstable
