I found in some forums that this happens when you install the game after a previous Xbox installation and it requires a full clean up of all the previous files and registry before installing on Steam.
I did have the game from Gamepass before and uninstalled that before downloading on Steam, but I would rather not redownload the whole thing again for the 3rd time.
I'm hoping there's some launch command parameter that I could use to make it skip the install script, otherwise it's just something Microsoft should fix with a patch.
There’s a very easy way to deal with this:
Go the game install folder in Steam and rename/remove the file installscript.vfd
It will not run it and start the game right away after this.
Note it will pop back if you ask Steam to verify file integrity or after an update. So remember to remove it again !
