NVIDIA GPU users can use FSR, XeSS and DLSS and may prefer one of those to DLSS (it's their choice, right?) and AMD users can use FSR or XeSS so limiting the upscaling to one or the other based on your GPU is a bit silly, particularly when it fails to detect it correctly.
And, yes, this has also happened to me a few times too.
