Either way it ended up being the e-cores (thanks to actual helpful people on here), disabling them runs the game perfectly, but ya its my computer right?! because turn 10 and Microsoft don't know how to optimise a game to use the proper cores for gaming. Look at Star Citizen.
Agreed, i will be updating to windows 11 this weekend. Seems like the windows scheduler is considerably better on Win 11.

Not sure how true this is. Microsoft has made claims of this nature, but most independent testing has shown the differences between the two OS's to be negligible in most scenarios.
lol i know, 30 years of pc gaming and this was the first time in my life i had to stress the system more to get better FPS in a game; until the disabling e-cores fix. I found out about it cause i was downloading RDR2 in the background and fired up forza only to realise it was running great. The moment the download finished, it was stutter city. I mean, if you prefer to have e-cores on still, the cpu burner stress test is still a great remedy until turn 10 and microsoft get their $#@& together lmao.
