XBONE gamepad works out of the box, including impulse trigger functions.
Sony's controllers use DInput instead of the Windows native XInput. Steam Input acts as an inbetween here.
If that doesn't work, try to disable controller support entirely in Steam.
I doubt FM comes with build in DInput support (being an XBOX 1st party title) but it's worth a try,
I predict if humans exist and still have the resources to create software in the year 3000, bugs related to input devices will still exist at some level.
Time will tell.
Not all PC games natively support DInput, which is why SteamInput exists.
Check if your Steam has all available support options activated.
Usually a time where a Day 1 patch is being prepared.
And we do have the experience and the known issues with DInput divices were solved: By using XInput on PC.
DInput is notoriously iffy and again, this is why Steam Input exists.
To eleviate some DInput issues by providing a middle man. The same purpose software like "DS4Windows" served back then.

As the Playstation guys are saying - this is a problem of the devs. How they can release a game where the most common input devices simply don't work in massive numbers is beyond me. Especially when it's one of their flagship games with a huge pricetag.
DInput is only used by generic off brand controllers and Sony.
And you can guess how big of a priority Sony peripherals are to Microsoft.
Again, use Steam Input. It's not witchcraft.
