Report a translation problem
my guess is that the service will only be available when early play ends given how those big companies do updates when they feel like and not immediately to solve issues. Horizon 5 launch was the same with Event lab stuff dissapearing when a custom race was loaded, and that took a year to fix and a reinstall on an SSD on my end (which mind you both games doesn't require).
Any ideas?
You can totally share the same save with the Xbox Cloud/Game Pass and steam version saves, thought you need to buy the premium bundle in BOTH if you want have free access to DLC data.
I can load my save exactly as it is in any version, with little issues, except some liveries previews not showing up.
That seems to exclude totally loading up local saves from FH5 Steam version.

Thanks for the reply and for following the steps! We are still looking into this for you.
To narrow down the issue, could you please try the following troubleshooting:
1. Refresh your Xbox privacy settings:
Go to account.xbox.com/settings and sign into your main account.
You will see three columns: Privacy / Xbox & Windows devices online safety / Xbox 360 online safety
Try blocking all the settings, and hit Submit
Re-enable all the settings (Select Allow or Everyone), and hit Submit
Refresh the page, then check if the settings were saved correctly.
2. If possible, try connecting your device to another network and then try again to import your liveries.
