This FIXED my neverending loading screen (and a few others' too, might work for you?)
Ok, so after about 13-14 hours of problem solving I managed to find a fix for the endless loading on my computer. Your milage may vary and I have to warn that it might pose some security issues, so use it at your own risk. That being said, here's what I did:

1. Go to the search bar next to the Windows button at the bottom left and type in: lusrmgr.msc (if it doesn’t want to run, try the solution in ”Edit 1” further down and proceed with step 2 after you’ve launched the lusrmgr.exe-file)
2. Go to the "Users"-folder
3. Right click on "Administrator" and choose "Properties"
4. In the "General"-tab, untick the option "Account is disabled"
5. Click "Apply" and then click "OK"
6. Right click on "DefaultAccount" and choose "Properties"
7. In the "General"-tab, untick the option "Account is disabled"
8. Click "Apply" and then click "OK"
9. Go to "File" and click "Exit" (or just close the window)
10. Restart the computer
11. If everything worked correctly you should now be able to log in to the "Administrator" account. It might be the default option, or it might turn up in the left/right hand corner when you're prompted to enter the password for your own account. What it looks like might vary, but hopefully it's available as an option somewhere for you. Once you login with the "Administrator" account you'll go through some setup options for Windows 10, such as whether to share data and such. Choose your preferences and wait for the process to complete.
12. Now, run Steam and log in to your regular Steam account. The game will have to compile shaders etc, but eventually (give it a minute or two!) it presents you with the choice to login to your Microsoft/XBOX-account and load up the game! As it is a seperate window, and you likely are running the game in fullscreen mode, you might have to tab out of the game window and put in your user name and password before going back into the game. I ran the game in windowed mode and didn't have that issue, it popped up over the game window.

Now, after playing for just over an hour and doing the first race of the Builder-series I tried going back to my standard Windows user account instead of the "Administrator"-account and it works too.

I really, really hope it works for you, and if it does: please share the information. And if you need a video guide for the process of at least activating these accounts you can go to Youtube and search for: "The secret Windows Super Admin account", it should be made by a user named "ThioJoe".

Edit 1: Some people have had issues with using lusrmgr. You can find an executable of it on github (google: github lusrmgr proviq), download it and run the .exe, then proceed from step 2 in the instructions.

Edit 2: For some people in different threads/forums (here, gtplanet & reddit) this solution has worked. It seems to have something to do with admin/account/user privileges that are getting in the way of Forza Motorsport (and perhaps ”gaming services”) connecting with the Microsoft/XBOX apps. It seems like once they’ve been connected on one admin/user account in Windows that the issue is solved for all accounts. However, it’s clearly not a ”cure all”.

Edit 3: User SU_Tempest on GTPlanet ran into issues with this method earlier, but found that an update to "Gaming Services" had been made on Microsoft Store. After updating Gaming Services this method worked. There were still issues with the game crashing though, but SU_Tempest got past the neverending loading screen.

Edit 4: If you can load up the game on your regular Windows-account, remember to go back and disable the Administrator and DefaultAccount so that you don't have any unfortunate security issues in the future.

Edit 5: Sometimes updates can "break" the game again resulting in endless loading screens. You can try to repeat the steps again to see if it resolves the issue. Otherwise, something else is probably the issue. Other solutions have been suggested by the community (on Steam, GTPlanet, Reddit, etc) that you can try as well.

This seems to have worked for some people on different threads/forums (gtplanet & reddit), but not for everyone. Hope you get to enjoy the game now! 🎮🏎🛻🚙🚗

This launch has treated steam so horribly. The amount of refunds people get from steam and then go buy the game on Xbox of Microsoft store is insane. The fact that this amount of work has to be done by the players is even crazier.

Is this supposed to fix the game crash when you want to ugrade a car after a career race ?

i have friends who have had same problems on MS store version too.

I didn't run into that issue, so I can't say for sure. It might be worth a try, but this was mainly meant as a fix for the neverending loading screen. If you try it then please feel free to post an update on whether it fixed the issue for you.

Yeah, it shouldn't really be left to the players to fix stuff/find workarounds for these issues. A patch (or two) should've already been pushed out to fix many, if not most, of these issues given that they've been known since the 4th of october, at least from what I understand.

I was not able to do this exactly but from the video you can also run CMD as admin and type "net user administrator /active:yes" to activate the account. I was able to launch it and finally play the game in that special admin account but it still won't launch on my main user.

Ah, that's unfortunate. I don't have any solution for this, unfortunately. Thanks for confirming that the CMD-solution at least "semi-worked" and adding further context so that it perhaps can be resolved. Let's hope T10 pushes out a patch that fixes this and other issues sooner rather than later!
