Get a wheel if you want to, it certainly is the much more immersive experience, but it should by no means be necessary.
Yes, because Motorsports does not have full simulation physics and is designed with assists to feels good as possible on the gamepad. If being competitive is not your priority, wheel is always more enjoyable.
Controllers are great but you can feel the road, the slip and drift plus more through a wheel than a controller. You are limited with a controller.
I do both, sometimes I want to put my feet up, lean back and just race and fall asleep, other times I want to try to do my PB and get better.
