No, effects from such rings are not stack. If you have on your character one ring or amulet which increase the effect of spells of some magic, and you give him another ring with the same effect for the same magic - effects won't stack, you'll get only +50% to a magic skill.
You can try it out by looking at how long a spell lasts, when putting on the item vs putting it aside.
As I'm replaying Might and Magic VI now, I decided to re-check this and I can confirm that yes, effects from artifact and common item are stacking. And they do stacking exactly how you think they will.
For example, your character has skill 12 in Light magic.
You give your character a ring which increases effect of Body magic spells - you'll get 50% bonus to Body magic, so spells are as strong as if you had skill 18.
Then you give your character an artifact with the same enchantment - you'll get another 50% bonus, but it's not 50% from 12, it's 50% from 18, and now spells in Body magic are as strong as if you had skill 27 in Body magic.
