The patch 1.3 completely corrects the V-Sync issues and even adds asyncronous refresh to the game. 1.3 also adds widescreen support and other cool stuff. Not to mention that it corrects tons of bugs. Check the 1.3's readme. You should definitely install 1.3 and forget trying to play the game with version 1.2 or lower if V-Sync is important to you.
I'm fairly sure that Daikatana was developed and made to be played without V-Sync since it doesn't even have V-Sync option in versions 1.2 and earlier and in-general V-Sync causes issues in the game. It isn't just the loading screen that suffers. Some animations can be bit "wrong" when it's enabled. Driver enforced V-Sync is everything you can get in those earlier versions. nVidia's Adaptive Sync could also help with the matter but that has to be enabled manually in cases like these to my understanding.
Also change the Daikatana's cl_maxfps value. Default cl_maxfps for Daikatana is 85 or 90 or something which is a good value for CRTs but LCDs the 60 would be more preferable unless you have some crazy 144Hz monitor in which case 144 would be preferable.
Do you have G-Sync monitor? Or that AMD's comparable FreeSync compatible monitor? V-Sync usually tends to add a huge mouse lag not to mention other issues. If you have one of those monitors I'd like to hear about your experiences with them.
By the way the latest 1.3 beta patch comes also with huge speed improvements and loading the game from my cheap SSD is literally just 1 second. I haven't updated the links yet for this forum post or for my guide because it's not officially out yet due protocol changes.
Furthermore the problem isn't exactly same in both Daikatana and in Soldier of Fortune, I think. To my understanding SoF will load long even if you disable V-Sync. That's why people instruct to remove contents of the sound file. But I need to check if that's true.

that's 4.5 seconds too long. it adds up over time as well when you quickload. also, all of these things are subjective. it's not like I can get inside your head and make you understand how i see tearing or load times.
cool, that will be great for the next time I play.
You can download the latest (at the moment of writing this) 1.3 beta build with these links...
First download and unpack this to your DK directory and overwrite everything:
http://dk.toastednet.org/DK13/DK_EXE_081215_FULL.7Z
Then download and unpack this to your DK directory and again overwrite everything:
http://dk.toastednet.org/DK13/DK_EXE_083015_SLIM.7Z
And once again let me remind you people that save game files are not compatible between 1.2 and 1.3 because of the way Quake 2 engine was engineered to run. That's not a flaw in Daikatana alone but in every Quake 2 engine based game ever made. You can use the cheats to get back to the level you were previously, the items you had and experience points you had collected.
And if you haven't read how to properly configure the game and put int the proper intensity value and proper brightness then read this:
http://steamcommunity.com/sharedfiles/filedetails/?id=282094762
And even if you don't read it then please, please, please, set the Intensity to 3 and lower the brightness to around 60~75%. The game will look much nicer.
So what you're saying is, if I used a CRT the graphics will look a lot better?
Will it make my videocard weaker if I change monitor?
I've never seen that screen tearing example before
The thing is that in some rare occasions the image on the screen would be split between two images for less than the length of a half of a second. If your monitor has a freshrate of 85Hz and game engine outputs more than 85 frames per second and if your graphics card can actually output more than double or triple amount of frames then you're likely to see screen tearing every now and then. It's a fairly minor annoyance and people usually won't notice it until they're educated to see it.
No.
Which is a good thing. More than a decade ago the graphics card manufacturers defaulted their drivers to V-Sync disabled because CRTs were dominant. Now that a poor generic cheap low performance TV-panel based LCDs have replaced the high quality special purpose computer monitors V-Sync is almost a requirement. Thus nowadays graphics card drivers default to having V-Sync enabled for customers to get the "frame perfect" experience. I suspect that if you have recent nVidia or AMD drivers installed then you're using V-Sync but you're not aware of it.
the root folder is "daikatana". you simply put the zip file contents there.
Where's your Steam folder? Usually it's in:
C:\Program Files (x86)\Steam\
The default place where Steam will install games and stuff is:
C:\Program Files (x86)\Steam\steamapps\common\
Daikatana's root folder is in this case then:
C:\Program Files (x86)\Steam\steamapps\common\Daikatana\
If you've installed Steam to any other directory then it's in that directory. If you're not running on 64-bit Windows but on a 32-bit then the Steam is installed into:
C:\Program Files\Steam\
I've detailed this in the guide. It shouldn't be difficult.
You download the patch 1.3 package:
http://dk.toastednet.org/DK13/DK_EXE_011415_FULL.7Z
and then use e.g. WinRAR from http://www.rarlab.com or 7Zip from http://www.7-zip.org/ to extract it where your Daikatana is e.g:
C:\Program Files (x86)\Steam\steamapps\common\Daikatana\
and overwrite every file it asks about with the file from the package.
Many players reporting issues regarding "version dismatches" of map files while trying to connect to the DaikatanaNews Gameserver, especially with map "e2m2a".
I've replaced all PAK files on the Gameserver, it uses now the PAK files from Daikatana 1.3 release "Windows pre-Beta version from 2015-01-23 FULL PACKAGE" (http://dk.toastednet.org/DK13/DK_EXE_012315_FULL.7Z). Make sure you don't have any of these maps in your Data/Maps folder (because they're included in pak5.pak):

Thanks for the heads up. I'll update the post and the tutorial later this weekend.
It will disable itself tomorrow.
"There is a new version of Daikatana 1.3 for Windows Clients. This is a preliminary version of the new protocol which includes HTTP Downloading, Compressed Packets, Fixes the packet overflowing issues on connect, Map and gamemode voting, Spectator Mode and a wide range of bug fixes and features.
Currently the [HCI]Mara'akate servers are exclusively using this protocol. A Linux version is planned to follow in a few weeks. Knightmare has been busy the past year but has returned and has pushed some new udpates to further reduce packet sizes across the network so we don't want to force the upgrade over DaikatanaNews (server) until this is finalized... but rest assured the work is progressing.
We also have a little Christmas easter egg in this version. All weather effects have been replaced with snow and the Christmas song "Deadly Gentleman" from Rise of The Triad will play.
Have a great Holiday and Merry Christmas from everyone the Daikatana 1.3 team!"

It's definitely not a great game, held back by odd design decisions and troublsome teammate AI.
But, there's a ton of potential. And you can very often see what could've been truly so amazing.
I bought the game shortly after it's release in just a CD sleeve disc version. Also, grabbed the strategy guide for my collection, and a Daikatana comic book.
Sometime later, I got my hands on a full retail boxed version of the game.
And, I'd just like to say this patch is so damn great. :)
Removing that ticking sound from the loading screen alone was very, very welcomed. But, the other small tweaks, fixes and improvements are fantastic.
And being able to play through the game with no team mates at all is a HUGE plus for me.
Just saying great job. :)
