By "related to balance" you mean: "able to fit the controls onto a controller so we can sell to console owners and five year olds".
I get the obvious cynicism you are going for.. but no. It's common for KR games, Lost Ark is the same and that isn't on console. Choosing which 12 skills to use is part of the build craft.
Yeah this statement doesn't work. FF14 has more buttons then this game and have controller support and is on console. Has been for years and they fit all your class skills on there. This THL just has a different playstyle that you pick and choice for what you want skill wise with the weapons on your bar. GW2 you have several skills that aren't on your hotbar as well where you have to pick and choose for that second area for which skill you want set. Some games are just like that.
