The only thought I have, is that someone might want to do this, to completely remove the area of trees around the Foresters Lodge. But if you want to do that, you can simply (and much faster) do that, by "painting" the area to be cleared.
I've tried it once or twice a long time ago and I never understood why anyone would do it.
If I need trees cut that badly I select and have them cut.
This helps general labors focus on moving goods instead of clearing trees.
Naturally it all comes down to circumstances though.
IIRC:
Trees can/will spread on their own, just not as quickly as if a forester planted them.
Some changes were made pre-release that effected the magical forest/herb thing/mechanic and disabling it could have been to allow more space for such herbs to grow. (That mystical/magical forest/herb mechanic isn't in the game, but there could still be references for it hanging around.)
It also takes time to replant, but this is barely noticeable IMO. Once the player has some proper foresters, woodcutting/collection is pretty trivialized and it'll stack up pretty quickly.
