My anit-virus blocks the games EXE
My anti-virus is claming that EXE for Banished contains a virus inside of it, and will not allow Steam to install it.

I would uninstall the antivirus. Also disable any firewall programs as well.

You disable the firewall temporarily while installing the game, then re-enable it and add banished as an exception.

Firewalls can be really stupid sometimes.
