Sometimes this won't work and the person you kicked out just moves right back in. You can try it a few times and maybe it'll happen but not always and it seems to work best when you have an abundance of pairs ready to move in.
The game will also re-pair single people of the opposite sex and move them into the same house to free one of them up. It won't always do it, sometimes it takes a while and sometimes you have to force it by kicking one of them out. You can also kick both of them out if you have single opposite sexes living in different houses, move them into a boarding house and then reclaim just one house. Usually they'll both move into it.
And yeah, the ratio of boys to girls can get way out of whack sometimes. I've had towns that were up to 70% female at one time or another and now I have one that's almost all males.
Town hall>1st tab> families vs housing>always want 1/3 more families than houses.
