The laborers do things in the order you told them to. If they "won't stop gathering resources", then you've told them first to gather resources and most likely selected a giant area of resources. So they're busy toiling away gathering the huge amount of raw materials you've asked them to get. Once they're done, they'll move on to clearing your building sites. Alternatively, cancel the gathering jobs and they'll get to clearing the building sites now. Or set the building to a priority job.
Helpful hint - keep your clearing jobs relatively small. That way they can be done quickly and move on to your other tasks.
Helpful hint #2 - unless you have heavy winter clothing, either gather DIRECTLY around your camp or use the winter to build. They'll need to come in and get warm from time to time and sending folks on remote gathering missions in winter is extremely inefficient. Use winter to build, summer to gather.
