Whether that's the problem or not, you have to make sure your foresters have enough space and tree density to work with. Their radius should always contain at least 25% tree density for them to be effective. Also, make sure you have enough woodcutters.
I currently have 250 citizens, and only keep 14-20 of my 28 forester slots filled. I keep around 4k logs and 4k firewood on hand, and have 9 woodcuters active so as to fill my two trading posts with 4k firewood each. I then trade for stone, iron, and food, primarily. Firewood is the best resource to trade so you have to find a balance one way or another in order to accomodate your population.
edit: Also, don't get your hopes down. I'm only on my third run and I've learned so much through trial and error. Start another map if yours isn't working out, once you get things going you won't be able to stop.
If you are at a 100 citizens and have no Forester Huts, build 2 huts and assign 4 foresters each. You'll likely have to cut some trees while your foresters come up to speed. (You needed a Forester Hut around the time you built your first Wood Chopper.)
Do you have a school? All workers are more efficient if they are educated.
Like everything else @ryboy said, I agree with this. Stone is definitely more efficient. In the measurements I've done, Wood Houses use 30 wood per year and Stone Houses use 20 per year.
Use the Medium Start on the new map if you had selected the Easy Start for old map. Medium is easier than Easy :)
Why? The Easy Start's 6 Wood Houses are 1 of 3 reasons new players should avoid the Easy Start. If you choose the Easy Start, you will only have enough firewood to warm all 6 houses for for the first winter (Winter 1). Then, before Winter 2, you have to focus your attention on building a wood chopper, assigning a worker to it, and producing logs so you can make firewood. In the first two years, your time and resources would be better spent on making sure food, clothing, and tool production are solid.
With the Medium Start, you can build just one Stone House before Winter 1 and have enough firewood to meet all citizens' warmth needs for at least 3-4 years. That gives you some flexibility in deciding when to build a Wood Chopper.
