Place barns next up to the fishing docks, and assign enought vendors.
Helps alot.
But that's not the only major factor.
Do the fishermen have to walk far to their homes?
Because, they need to eat and warm themselfs in their homes.
My docks get 2200 regularly because I know how to place them (at bends, etc... anywhere they cover a very large portion of water in their circle) with houses and barns next to it. But on a lake, it should still be getting quite a bit, at least 800 or so. Do you have houses and barns next door? Do they have to travel very far to pick up supplies from a market or another barn?
Edit:There's nothing wrong with having lots of laborers, they do a lot. They aren't unemployed people (how I thought of them at first), they keep your city running quite smoothly. So if your town is running efficiently and you don't need any professionals, just keep the laborers. :)
You can't overhunt in Banished. As long as there's water/forest there's deer/fish.
Or vice versa. Can't remember.
Put the entrance to a barn one square away from the hut, with a road in between. Have at least a pair of houses very close to the hut. Students wind up getting married before they start working, so you often need more than two houses.
