In general I try to exploit all the ground ore and stone that is nearby to my main city center, and then eventually build a quarry and or mine when I've got 5 or 10 people free to go work there and just sort of use it to trickle in the resources until I can add more labor to them.
Even then,to fully invest in two quarries and two or three mines full time is a big ask of your population even at 500 plus population.
Quarries/mines are great when you've hit a very high population and have the labor to spare and not much else to do with them.
just my personal opinion. =P
At the start of your game use what ever available on the ground, then have one mine with as many workers as you can afford. Alternate your production between iron and coal as required until you can afford 2 mines. I have noticed that coal mines produce more than iron ones so balance your workers to production.
Later in your game you can always decide to import your iron and coal as well.
So keep one of them around, just in case a tornado decides to pop up at the worst moment.
with this said however, I stated a new game with building a quarry very early and just across the river from the main part of my town and have been sending my extra works there during off duty time of farms and what not . . . plus they are near some of the farms so the peeps don't have to walk far when they switch jobs during the seasons. . .
the benefit gained that will the trickle of stone coming in the first 30 years, I have been able to consistently build stone house since my first 6 wooden house and three traders, and have done with without having to use surface materials any farther than my existing footprint, thereby leaving those surface materials alone to be save for expansion in those areas, which helps as will have the resources assured plus if one builds a stock pile first, the resource will be kept in that area and store the to be immediately use for building, so no wasted time walking . . .
so bottom line, there is really no right answer and depends on your playing style . . . my early quarry as taken up space near my initial starting stop, but has allow a "free" trickle of stone which has resulted in stone building (thus less firewood used later) and provided traders which allow trading and are used as extra barns (traders can store 30k of goods I think) and lastly have a healthy supply of surface resoruces for future expansion . . . and all only at the expense of a little space . . .
so again pluses and minuses, scissor paper rock . . . how does one roll and that what makes the game tons of fun and many ways to play
