Not necessarily. Kerbal Space Program wasn't built for multiplayer yet there is a mod that allows it. I agree that it isn't the norm though. I honestly rather beefed-out single player games than devs spending resources to make them multi, so no complains here :D
There is also that mod for multiplayer Skyrim... Pretty buggy, but it's there, and it works.
Another reason why this never be happend is the engine:
It is selfmaded that mean it is not even at a long shot able to have multiplayer supported. You would need to reprogramm the entire engine code (and most of the game himself) just to be able that is support a multiplayer and than you would need to make a multiplayer and netcode and so on. So forget it.
There are games out that dont want and need a multiplayer this game is definitly one of them.
And Silbernirvash and Ashra52: The engine of Skyrim/oblivion have a multiplayer support build in (the engine himself not the game). That mean you dont need to redo the entire engine just to have a Multiplayer. So not so a big deal to add a Mutliplayer support here with the engine tools. But in case of Banished the engine is SELFMADED. That mean as long it is not already in the engine you cant not just "add" something to it. It wont fit. It not just you need to have a netcode or something you also need a specific system that store files in a way that you can sent it to the another player. This engine cant do that.
It is like you want a car that run on petrol now use diesel instand.
