How to prevent citizens to use Coal as Fuel ?

I want to use my Coal to make Steel Tools but everything I produce is used as Fuel for houses.
I have already some Woodcutter to produce fuel.
How do you deal with this ?

Have plenty of firewood. Without enough firewood, people will use coal to heat their houses. Firewood is prefered, so if you have both they should use the wood first.

I'm a little low on Firewood (trying a small mountain map for the achievment = not a lots of tree)

Is your limit on firewood low? Raise it to keep your woodcutters busy filling up the stockplie.
I have 2 woodcutters for pop of 50 and a limit of 500 on firewood. Also, dont forget they use firewood to cook with. Another point, get foresters to support your woodcutters. I have 6 foresters planting & cutting and its working well. Plenty of wood (ooer missus :)) for firewood.

Thank you for the tips.
My stock of firewood is now higher and nearly all of my villager use them.
There is still 1 house with coal in it but now my steel tool production is on the way :)
