Even the (almost archaic) 6600GT has 128MB of VRAM, so nope, sorry. A similar game that would probably run well on your system is Stronghold/Stronghold Crusader. (You can get it on GOG pretty cheaply: http://www.gog.com/game/stronghold_crusader)
If your GPU is an Intel HD4000, yes it runs on it, in DX9 mode and at least AA disactivated.
Edit: it runs pretty well on my HD4000. But I also have a GTX675mx on the laptop.
Ah yes, I forgot to look into the laptop's specs. Even if he decides to go for Banished, my Stronghold recommendation still stands. :D
