Are you running the test version?
Same link, not sure why there is a quotation mark at the end of the Microsoft URL. Anyway, it still works.
What helped me was when I clicked on more volume settings from the volume control and went to volume mixer, banished was set to play out of the speakers, but I also had the option to run steam web helper and steam app in different outputs as well so I made sure to set them all to the same output and it worked perfectly. Hope this helps others as I did not realize steamapp and its web helper had to have audio.
