3 woodcutters and a supply between 2500 and 3000 firewood had my >100 citizens snuggly warm during each winter so far. I only build a fourth one now that I am hovering around 200 citizens to keep up with the demand.
So the answer could be do not build like a mad, keep your stocks always feeled?
36 homes all stone (Keeps warmer) Stone homes seem to use way less firewood. Each winter I was going through close to 400 firewood quickly until I got everything upgraded to stone. Might just be me though, but stone homes seemed to help the consumption.
keep in mind, each home can hold 8 people. If you build lots of homes then 1 person can take just as many resources as 8 will. People die off fast and about the same rate they are born. So best to just have a boarding house and let people stay there until they decide to move into a home.
Right now even I have way to many homes for 100 people.
Stone houses for everyone then!
Also, I experimented with putting a couple Wood Cutters out by the Foresters. The Wood Cutters next to the Market way outperformed the remote Wood Cutters.
