Both times it was a single couple of relatively young people. Don't expect a lot of them.

This is actually stated right in game help, under "citizens".
You do not need empty housing to get them, however they will require you to build homes for them, the number of houses can vary as your normads can be singles or couples.
You are not stupid, you are just excited to be playing :D
Besides that nomads might introduce diseases so make sure to have a hospital around. They also start out uneducated, making their adult workers much less worth than your educated ones. That'll have an impact on your town's productivity for the next 10-20 years until all adult nomads have died of old age or due to "accidents".
Don't know if it's about ressources, but my town is well fit (always 9000+ food) and usually has houses for all familys. Maybe a boarding house is required....built it pretty early, that could be a reason.
And when they do, they can disrupt your village wich "can" create a downfall in population. Saw some nice LP's before the game came out and witnessed the downside for excepting to much people in a allready struggling city. Fun time
